Mary Kelly: " ั" is a vowel not a tonal mark, when being combined with consonant "ว" it becomes diphthong articulated as "ua", as far as I understand :)

Was the tonal mark wrong on the word "hua" in the phrase "rot nahm dum hua"? Shouldn't the mark be the rising one (shaped like a bowl) ?
